The man eventually turned himself in to police and is being held at the Snohomish County Jail for investigation of felony hit-and-run and first-degree kidnapping and possibly car theft charges.

In a pedestrian / car accident case like this, it is unlikely that the at fault driver had insurance to cover the injuries to the girl.  The car owner is also not responsible since the car was stolen.  Therefore, you will need to find out if the girl's parents had uninsured motorist (UM) coverage for the bodily injury claim and personal injury protection (PIP) coverage to pay for medical bills.
