This is because a person only has the right of way when making a left turn if he is turning on a green left arrow. In other cases, he must yield to oncoming vehicles going straight through an intersection and pedestrians and bicycle riders in the crosswalk.

When the Driver Making a Left Turn May Not Be at Fault

Even though the presumption may be that the driver making the left turn caused your accident, his insurance company will still try to point the blame at you. However, there are only limited situations where the other driver may not be considered at fault or may be only partially to blame. They include the following:
