Can an insurance company refuse to pay cash for independent car damage estimate because they don't agree with the estimate?

I had recent hail damage to my suv. I disagreed with my insurance company's appraisal of the damages and got another estimate by a local body shop. The insurance estimate and the body shop estimate differed by over $3000. My insurance company does not want to pay the difference in the estimates saying that any differences will be discussed with the body shop at the time repairs are done. Right now I'm leaning more toward trading the vehicle instead of repairing it since repairs have to be made to the entire vehicle.

Can my insurance company refuse to pay me the cost to repair damages to the vehicle even if I decide to trade and not repair? I own this vehicle and I have comprehensive insurance coverage. I am considering taking this to small claims court if we cannot agree.

Your insurance company will pay based on their estimate and you can cash that and not repair, but how much do you really think the dealer is going to give you on trade for a vehicle that has hail damage all over?

I would fix the vehicle, and then trade for more value.
