Mothers Against Drunk Driving (MADD) lists how to spot an intoxicated driver:

-Speeding up or slowing down quickly
-Tailgating
-Swerving, weaving or drifting across traffic lanes
-Driving on anything other than a road designated for driving
-Coming close to striking another vehicle, curb or other object
-Erratic or frequent braking and turning
-Inconsistant traffic signaling that does not match driving behavior
-Slow response time to traffic signals (sudden stops or delayed starts)
-Straddling traffic lines
-Night driving without headlights on
-Inconsist speed control, both over and noticeably below the speed limit
-Driving on the wrong side of the road

MADD also lists what to do if you spot a drunk driver:

1) Stay as far away from the vehicle as possible.
2) Do not try to pass the vehicle or signal to him/her to pull over.
3) Take note of the license plate number and the make/model/color of the vehicle as well as a detailed description of the location/roadway/direction of travel and cross streets.
4) Pull over and call 911 with the detailed description.
