
Ken Rogers of Washougal in Clark County was seriously injured in 2003 by a Kennewick police dog named "Deke" after it followed the wrong scent to him and attacked him. Three police officers also beat Rogers during the struggle. He suffered hearing loss and permanent nerve damage in his left hand.
A jury in 2007 sided with him, and a federal appeals court upheld the decision last year. Rogers will receive $1.8 million in punitive damages to end the lawsuit.
