The topic of cell phone use while driving has taken center stage as the National Traffic Safety Board met to revisit the a collision that occured in 2010, allegedly caused by texting while driving.

August 5, 2010
In Gray Summit, Missouri, traffic was slowing while approaching an active work-zone.  The left lane of eastbound Interstate 44 was closed, leading motorists to merge into the right lane.  A Volvo truck-tractor without a trailer was slowed/stopped for traffic in the right lane. A GMC Sierra pickup truck with an extended cab was also traveling eastbound on Interstate 44 when the driver of the pickup truck merged from the left lane to the right lane, colliding with the rear of the truck-tractor.

Following behind were two St. James High School buses.  The first bus passed a motorcoach that was pulled over to the side of the roadway.  Just seconds later, the bus crashed into the rear of the GMC pickup, forcing the pickup forward and overturning it onto the back of the Volvo truck-tractor.  The lead bus was pushed forward and upward, coming to rest on top of the GMC pickup, which was now on top of the truck-tractor.  The second bus then stuck the rear of the lead bus.

Resulting from the meeting and investigation, the NTSB reiterated and reclassified the following previous recommendations to the Federal Motor Carrier Safety Administration and to the National Highway Traffic Safety Administration:

Federal Motor Carrier Safety Administration:

-Require that all heavy commercial vehicles be equiped with video event recorders, capturing data from the vehicle operator, the outside environment and the roadway in the event of a crash or deceleration event.  These recordings should be easily accessible for review when conducting efficiency testing and systemwide performance-monitoring programs.
-Require motor carriers to review and use these recordings along with other performance data to verify that the driver's actions were in accordance with company and regulatory rules and procedures essential to safety.

The NTSB reclassifies these recommendations to be included as "Open-Unacceptable Response," section 2.3 "Video Event Recorders."

National Highway Traffic Safety Administration:

-For all new passenger cars, complete rulemaking on adaptive cruise control and collision warning system performance standards.  These standards should at least address the distance of obstacles, timing alerts and human factor guidelines, such as the mode and type of warning.
-Determine whether collision warning systems with active braking and electronic stability control systems on commercial vehicles will reduce commercial vehicle accidents.  If they do, require them to be used on all commercial vehicles.

The NTSB reclassifies these recommendations to be included as "Open-Unacceptable Response," section 2.6.6 "Forward Collision Avoidance Systems."
