
Last spring, a nine-year-old Harney Elementary School student was attacked by three pit bulls, resulting serious lacerations and emotional trauma. Months later, Vancouver City is still attempting to change their dangerous dog ordinance to make the area both safer for residents and fair to dogs.
While an initial change to Vancouver City's dog bite ordinance included a breed-specific ban on pit bills, dog lovers across the county protested what they called unfair assumptions about the breed. The city council has now decided to instead change the ordinance, which has been undisturbed for almost 30 years, to match dangerous dog laws in Clark County, Washington.
If the new city ordinance passes, allowing Clark County Animal Control to consistently serve a large area, a clause will be added regarding "potentially dangerous" dogs - pets that have not attacked another human or dog but that have displayed menacing behavior in the past. In addition, Vancouver City is also considering laws that require dangerous dogs to be spayed and neutered and for all dogs to have microchips.
The Clark County Animal Control Advisory Board and Vancouver City officials agree that the main point of the law is to reduce the number of dog attacks and to hold owners responsible for any preventable dog bite incidents.
